That law provides that state-funded services and benefits, including in-state tuition and financial aid, can only be provided to students who have legal status. Sounds like the issue goes well beyond college tuition. Really, anyone reaching the age of majority in this country, having spent most of their life here, ought to be eligible for citizenship in the first place.
Honestly, they should just be made citizens by the same approach Puerto Ricans were with the Jones-Shafroth Act. They've lived here long enough, that's for damn sure.
If they pay taxes and follow the laws, why not let them be citizens? I can’t think of any big reasons against it other than “hurrr illegals!!!”

They might get lucky and be able to take advantage of WICHE* to get resident tuition in other states, but I'm not sure of the legalese required. *tl;dr a lot of unis in western states have deals with eachother that let you go to them to get in-state tuition, it's pretty good for barren wastelands like Arizona.
Out of all the things they could cut, wouldn't incentivizing illegal citizens to gain a higher education and become part of the skilled workforce be among the last things to halt?

Any benefit to a minority is a bad one with how most conservatives act. I've seen people in my state that get fucking pissed that there's a program in Atlanta for black kids to have one fucking preschool level children's books for free once a year. "of course I don't get a book, because im white >:(", This is coming from grown ass adults. Basically "why does HE get something and I DON'T". Which is ironic, because the more educated a person is, the more likely they will be a productive member in the society they want.
