Novichok is a family of agents. At a guess, they want to pin down which exactly it is before they name it, but are agreeing with the UK analysis that it is a Novichok agent.
Weird thing about this nerve agent is that if you say its name it's immediately summoned. Obviously the OPCW don't want to deal with that so they avoided saying it

Your feigned outrage is adorable, but you know as well as I do that Putin is no idiot. The Skripal attack was part of a deliberate strategy to project power while maintaining diplomatic deniability. It also had the added benefit of generating international outrage, which is useful when your grip on power depends on a narrative of victimhood.
As was said in the past, even if we do have confirmation, what do expect other than to get a, "Da, and? Vhat you vill do about it?"

11. The TAV team notes that the toxic chemical was of high purity. The latter is concluded from the almost complete absence of impurities.
12. The name and structure of the identified toxic chemical are contained in the full classified report of the Secretariat, available to States Parties.
There is also an earlier note issued by the Director-General of the OPCW outlining the investigation. Of note is this point:
5. The results of the sample analyses are expected to be received by early next week. Once the results of the analyses of the samples are received, the Secretariat will produce a report on the basis of these results and will transmit a copy of this report to the United Kingdom. The report will reflect the findings of the designated laboratories. Access of other States Parties to the report will be subject to the agreement of the United Kingdom, pursuant to the Confidentiality Annex of the Convention, the OPCW Policy on Confidentiality, and the consistent practice in relation to other technical assistance visits. The United Kingdom has expressed its wish to be as transparent as possible and has already indicated its preference for disclosure of the report to other States Parties.
In other words, Russia is probably free to peruse the details of the investigation as they please. Wonder what they'll come up with this time.
High purity. Yeah, that means this wasn't some backwoods cook-up by a terror cell or a cheap imitator. This came from the source.
They'll lie their arse off for the purpose of public propaganda. Since the actual details will remain classified to us common folk, they can play on that as "Oh the evidence proves we're not responsible", no matter how much the evidence, the UK and other state parties disagree. The OCPW similarly won't chime in to rebuke them, since it's beyond their remit.
I'd kill to see that report, I hope it comes into the public domain at some point.
