As a summary, both the Syrian state TV and the White Helmets are saying OPCW are in Douma.
OPCW are silent.
US state department are saying their understanding is they have not arrived. (Language that if any of the video's I've watched of people being interviewed by US Congress etc is, they don't know for sure)

It's worth understanding that the coalition strikes 100% did not go ahead on the basis of social media videos, they will have collected information about the events going on at that time, be it SIGINT, HUMINT, or AWACS data, and then collated that information to try and build up a picture of what happened on that night. The three nations most like collected information independently, and then reached conclusions independently, making the chance of erroneous conclusions minimal, and all three nations stated that they believed chemical weapons were used on Douma

This is regarding the UN security team that went in ahead of the investigation so I think it's now safe to assume that nothing is going to come out of this.
What I find strange is the place has been crawling with journalists so I really don't see why the OPCW can't have just went in fairly incognito and taken samples of dust, water and that famous shell lying in that bombed out house.

Honestly, if you were a Syrian civilian in Douma and survived an alleged chemical attack made by your own government that just liberated you from rebels, you really wouldn't want to say to international media that your own guys did it and get jailed or shot for treason.
You do realize, I hope, that RT isn't just some foreign external media: they're funded by the Russian government and have quite a track record of bias in that regard.
You can listen to what is shown all you like, but it is whoever does the filming and the broadcasting that controls the context of what is shown to you, and you'd do well to keep that in mind.
