Why would you expect anything different? Their whole business model is based on targeted ads so ofcourse they'll continue doing this. Atleast with GDPR in effect they'll have to make you opt-in specifically (and hopefully people will think about what the consequence is) instead of just throwing a bunch of bullshit about it into their 10000 page long TOS.
In the article they say they'll show a "permission screen" on the app and website. I'm pretty sure they'll make the explanation as clear as possible since they're under so much scrutiny already.
They'll throw up a cookie warning like notification that people will at most skim over for 5 seconds before hitting accept so they can get back to Facebook messenger and it'll be business as usual for Facebook.
To be fair, cookie warnings are a little ridiculous. Without them a large amount of websites would be annoying to use.
I've used a few websites that actually let you opt out of them on different levels: Accept only functional cookies Also accept cookies for optional stuff Also accept advertising cookies (iirc) It's nice, means you can opt out of targeted advertisements but still log in without using a third party tool.
