The main problem with diseases like gonorrhoea becoming resistant to standard treatment options is that outpatient treatment becomes difficult. The standard treatment for gonorrhoea is intramuscular ceftriaxone and oral azithromycin, which can be done in a single doctor's visit (followed by a second checkup to make sure that the infection has been cleared). If those fail, however, the next line antibiotics typically have to be administered intravenously, which was what happened in the OP's article. IV therapy means hospitalization, which places a much greater strain on the healthcare system.
