After installing our server on a new Dedicated server, it appears that the ping is pretty high for nothing. The average ping is 150-200 with 60 players. It's not lagging at all. What can I do to solve that ?

Your server is prob. hosted in a different country, and the latency issue (if its not regional) would be a serverside issue with your provider/host.
Reset everything to factory default and see if the problem persists.
The problem is that I'm in the same region as the dc.
As silly as this sounds perhaps your bandwidth is getting fucked? I don't think that'd be the case but who knows, maybe the host is being a cheapo.
Also, I've noticed a good portion of big servers (read: lots of players) tend to have the latency issue as well. Perhaps it's a source thing.
Last time I checked lower tick-rates cause an increase in latency hence the higher ping in-game.

At 11 tickrate you're looking at 90ms minimum between frames on the server. This significantly increases the baseline for pings to your players even if the server isn't stressed. Then you factor in unoptimized code that might be slowing things down further, distance from the server, and you'll find that for a densely populated gmod server this is sort of the price you get to pay.
