I've been using a recommended program called ADW cleaner but after 1-2 weeks it comes back. I don't know the source - would appreciate some assistance.

Use a program that logs WinAPI calls, look for anything suspect when the window pops up.
Can you recommend a program?
It was a while ago that I encountered any adwares or malwares, but I usually check following when I troubleshoot things like this:
Are there any programs/apps in Apps and Features that you don't recognize installing yourself? In this case, maybe you could have Chromium installed there (It's logo is usually like Google Chrome, but colored blue). If yes: Try uninstalling it
When the popup appears, are there any strange processes in Task Manager that looks related to the popup? If yes: Go in to the tab Details in task manager, right-click on the list header and choose Select columns and look for Image path name and tick it. It will then show you where the process exist on the drive.
If nothing is found, you can try to run a program like Malwarebytes Anti-Malware (there's a free version) and see if it finds anything.
