As I play through what we currently have, the following things strike me as possible Quality of Life (QoL) changes:
Metal Fragments -> High Quality Metal: I find myself with thousands and thousands of metal fragments with little to do with them. A conversion of 100 Metal Fragments to 1 High Quality Metal Ore I think would help alleviate some of the bloat. HQM Ore requires smelting, so the metal is being processed twice. The conversion rate would be 50 bars of HQM from 1,000 metal fragments after processing.
Cloth + Rope -> Parachutes: Hunting produces a large amount of cloth in addition to cloth gained via recycling, as well as harvesting hemp. Rope currently has limited use. Add in a 1-time use, high cost parachute utilizing cloth and rope. A cost of 250 cloth and 20 feet of rope for 1 parachute would be expensive., but it would also revolutionize raiding and cliff jumping, as well as giving players an item to enhance survivability in the wild.
Radiation Resistance Injection: Currently, radiation pills are inventoried at 10 per stack. Once you have a complete stack, one ends up creating another. And another. Radiation suits only compound the issue. Add in an injection that uses 2 Medical Syringes and 25 bottles of radiation pills for a timed radiation resistance on par with a radiation suit, say 600 seconds. This would permit players to enter high radiation areas with armor on, disregarding the radiation taken for a time period before it became an issue again.
Bone Fragments -> Bone Meal -> Phosphorus: After the initial beginning of a game, players have little use for bone fragments, other than the occasional bone knife for skinning. Create a way to process bone fragments into bone meal, and then a second method to extract phosphorus from the material. This element should require a storage container of Low Grade Fuel to place the material in, and can be used in things such as high powered flares and phosphorus bombs, with an initial blinding flash and then a hot burn afterwards. With a sophisticated crafting involved, things such as napalm grenades could come into the game, spreading heat damage and fire over a wide area and permitting territory denial in player encounters.
I'm sure there are more things I could come up with, but those come to mind the quickest.
Actually based on your above math, 20 HQM would take 2000 Metal Frags which I think perfectly sound.
this would be a big no-no if they want to keep HQM rare (that is what it is supposed to be, in the current vanilla iteration of the game).
Being able to get even more HQM as a "free farm" while getting simple materials like Iron Ore... would really de-value a lot of guns, and make raiding much more difficult as making bases out of HQM would be much easier...
