This is patently illegal.
In the idiot's defense, it's important to include that Mulvaney's stated hierarchy prioritized constituents from his home district, and after them he listened to lobbyists who pay him.
I'm gonna need fact-checking before I trust that he actually did it, but it doesn't really matter because he's still outright admitting to systemic corruption.
I know, right? I'm a big fan of irony, but the writers are trying WAY too hard. Having a character just say that isn't realistic.
Any person like Mulvaney should be in prison.
