I downloaded a file containing .phy file formats; is that suitable for 3Ds max? If yes, how do i open it there?

There is a section labeled "To load Physique data" about halfway down.
Thanks for the response; I'm getting ahead of it now, however, i don't quite think i'm doing the right thing. I'll show you i progressed:
So, i figured out that there's this page with contents of instructions about Physique file, and one of them there says 'Loading a physique (.phy) file'.
I insert a block, pressed the Modify panel > Physique.

Moving on the software itself, i found the right options however, when i press the "Load Physique File" icon (The folder-like icon) The button seems to be not working. Although I can't recognize whether the button is grayed out or not.

Although, i might be lacking information, that's all. I'll attempt to keep figuring it out while this question is awaiting response. Thanks.

.phy is different than 3ds max's physique file, despite sharing the same name. (I'm assuming they're ragdolls for garrysmod models or something) You can just decompile the model with crowbar, and get all the necessary information.
