Is there a way to enable passangers to TDM cars? I really need to know if there is a way...
VCMod on gmodstore does this, there might be a free mod on the workshop but i'm not sure.

nop, freeemaan or however his name is written, removed the addon from his collection. Probably to get more people to buying the money version since they have no free solution. (exept leaking it)
You can try to get novacars, similar to VCMod but osner of it doesn't delete free versions of it. Just search for it and you will easily find it.
Make your own passenger addon or use VCmod.
