Increase bullet damage:
The fact of the matter is, people can absorb far too much damage. Shots to the unprotected head should be fatal. Shots to the unprotected torso should be significantly damaging and cause significant bleed. Shots to unprotected limbs should cause minimal direct damage but a significant amount of bleed.

Armor needs to break very rapidly:
All armor should absorb quite a bit of damage, but break rapidly. The lower end stuff could absorb as much as 70% of the damage but shatter after one shot. High end stuff could absorb as much as 90% and take four to six shots before breaking. The Heavy Plate could absorb as much as 95% and take 15-20 shots to break.
items like clothing would have very minimal armor stats and not rapidly break when shot

Healing needs to have a cooldown:
This is fairly cut and dry. You shouldn't be able to spam health items. Even a 20 second cool-down would be enough to keep people from just rapidly spamming healing items when they get caught off guard or outgunned.

Melee needs a niche:
I think a slight damage buff and the ability to ignore a high percentage of armor would be enough to see people actually start using it more often.

Conclusion:
With these improvements I think we'd see combat that was more interesting without fundamentally changing the feel of the game. Getting shot would be much more of a problem than it currently is, as even if you survived it, your gear would need repaired.
I think we'd see more sniping, Close Quarters weapons would probably stop getting out DPS'd by the all-mighty AK, which would be more of a Jack-of-All-Trades sort of weapon. I think we'd see people effectively using melee weapons when they get cornered.
you should always be able to use as much healing as you want. This isn't any league of legends where there are cooldowns on certain things and i think they want to make this game realistic as possible,so cooldown on healing is probably never going to be a thing.
With a 20 second cool down on healing you wont need it as you would already be dead, Whats the point in
getting bandages and first aid kits if you cant use them, that is their purpose,
Who wants to use armour that breaks after one shot ? waste of time , someone will snipe you from a distance and there goes your armour, pointless.
How is repeatedly injecting yourself with the potent syringe medicine at no cost realistic or even really good for balancing? We end up getting these self-applied combat medic Wolverines.
so you're saying that we should wait to use a bandage,even in real life if you want to do it realistic...it has been like this since the start and i believe they will never change the healing system
The lesser geared players already die super fast to bullet damage, Healing I agree should have a global cd, and I also think Melee should have a better role.
Instead of a cool down for healing why not add a Nerf to vision for rapidly injecting medical grade full dose syringes. This would be something someone would have to compare to rather have clear vision of have Vaseline covering the corners of the screen type thing. Maybe with enough syringes you start to get double vision. Something that is still learnable and can be countered with skill and play time
Sounds like you think you should be able to roll lesser geared players with minimum effort. So what if people pick you off from a distance? The only reason they don't do it now is because geared players can usually hide and heal far faster than you can snipe - and that's half the reason why the game has turned into "Who has the AK" - and that is why the AK is being abused with scripts because it is literally the best weapon for close, mid, and long range.
Let me ask a question for anybody reading this: How many times have you been in a situation where a geared player was unknowingly making his way towards you and you ambush him only for him to absorb several shots from your MP5, run around a corner and heal just enough to be able to tank your shots while he out DPSes you with his AK?
Ambushing isn't a viable skill without the gear because the AK is godly at mid range and it DPSes so hard at CQC that even perfect aim with SMGs (Weapons that are designed for close quarters) rarely bests a full geared guy with meds. Shotguns are coinflips at best - nothing comes close to beating the AK - its the CE pistol of Rust and it destroys the balance of combat, and instead of nerfing things I propose we retool the system to function as something that creates multilayered encounters as opposed to straight up gear checks.
I'm asking that after several shots, meds or not, the gear breaks and the player is left very vulnerable - which is more than fair considering in order to do it you gotta get the drop on people or land way more shots. It would make accurate single shotting a viable method of combat as opposed to "learning" (Scripting) the recoil and spraying the AK.
Just imagine being in a gas station with nothing but a pistol when a geared AK dude rolls in and knowing that if you just wait to catch the guy off guard there's a good chance you can actually get the kill instead of him turning on you after being shot several times and hosing you down.
Hell, if you enjoy being that guy with the AK, guess what, under these mechanics, the AK is actually more lethal, it just isn't the only gun worth having. Imagine getting zerged and just obliterating a crowd of people with a single mag. Imagine flanking three geared dudes and actually having enough ammo in the mag to kill all of them.
I never use the ak, I dont see why players who spend the time and effort to get armour should lose it after being shot a couple of times, I dont understand the complaints about the ak, it is what it is and if you dont like it (like me) dont use it, if you use it, stop complaining, I someone is better armed than you thats just tough luck, if someone has a better defended base than you like , tough luck, just go away and get better armoured or better armed , anyone who uses scripts for anything will end up being banned so thats a short term problem,
You cant go through life complaining about other players having an advantage because they have more or better gear than you do and you cant kill them easily enough or they kill you too many times, all games are based on the better armed better equipped players having an advantage , you just have to make sure you are one of them
