target with steamid?

how can i target people with there steamid in lua, for example: "the steamid i want":Kill()

i wouldnt suggest creating addons that target players you specificaly want and then kill them...unless its a script you do for fun for a private server. but if thats going to be a addon or something you really shouldnt target anything. (i would loooove to target 2 cocks..for some big reasons. but i dont) because you could cal that backdoor addons or cheating
