Psychological question about introducing vehicles into Rust

I'll start with the thing, when they introduced splitting map into 3 tiers of loot and monuments. The idea behind that, was that people will start in 1, and will gradually migrate through 2 into tier 3. Yet this isn't what happend.
Mainly everyone just starts in 1-3 tier zone from the beginning, and stay in for the rest of the wipe. And I was just thinking, if the introduce of vehicles will shift this behavior.
Like, I think the main problem why people doesn't migrate right now, is the fact that moving to a next tier zone, with all of your loot, is simply too risky. But how would it look when you would be able to put all of your loot into a heavily armored vehicle? Would that shift the tides?

This only really concerns "official" servers , Modded server owners choose their own maps and players usually spawn near the coast and then work their way towards monuments and roads, vehicles wont change that much as they will be (probably) spawned near roads and road/trash piles have Scientists who will kill players who are not equipped to kill them.
