Well civilian casualties is probably the same thing as making a mistake in Trump's mind. So the only option is finding a way to try and turn it into something positive for him. Which with Trump means lying through his ass. (Or teeth, same thing.)
It is an executive order, of course he is not gonna comply with it if he doesn't want to lol. But honestly Obama did a large amount of drone strikes himself with a deflated report of civilian casualties compared to reports by outside groups. For example Obama did 10x the drone strikes as bush while reporting minimal casualties where as outside groups reported 6x times the civilian casualties the obama admin. reported. That is all to say I don't really see what all the fuss is now other than it is Trump doing it and not Obama.
We're also probably seeing more drone strikes due to technological advances since Bush.
So far, trump has doubled the amount of airstrikes than obama had done in his entire tenure. Not justifying obama's decision, but the whataboutisim is pretty dumb to begin with given the context.

I by no means meant to justify Trumps actions but what I don't understand is why this is surprising. The U.S has been killing foreign citizens for decades and messing with casualty numbers since Vietnam. The only thing different that you mentioned is the fact that trump is doing it at a rapacious rate compared to the past(Which article didn't mention). Thanks for mentioning that though, because that makes the context clearer.
