Scuba gear, higher stability ceiling? Or building support textile?

Since most ocean floors a couple grid squares from dry land are approximately 16 stories underwater, would it be applicable at this point to add a new foundation allowing greater stability for taller structures?
For example, costing stone and metal frags to select and build a new "I-Beam Foundation," from the building wheel which would improve stability at greater heights than the current glass ceiling? Or even a deployable you could craft, then build upon? An "anchor foundation" that could snap to other anchored foundations?"
Just helping players add a few more floors to a base, would allow about six stories above water on those super tall bases at the borders of the maps would be fantastic. The most a player can build currently on the ocean floor is about three stories out of water, (19 stories tall) in those locations. (Since nothing deploys at the moment under water, and no way to evacuate/maintain/upkeep 'air pockets' inside of bases under water, the submerged portions of a base are useless, if only to hold the last few stories out of the ocean.) Emphasizing water building is huge, and makes for far more creative dimension in survival games. It's viable now in Rust, since players can multi-mount boats, carrying raiding parties.
P.S. I realize this would call for a couple more weapons or tools for raiding, but if players could find ways to LIVE underwater as well, that would be incredible. Hopefully this comes later with the release of electricity?
