India's really making the headlines recently.
Feral dogs are a problem no matter where, there's a few packs out here in the Mojave because literal scumfuck assholes leave their dogs when they move.
It's not uncommon for packs of stray dogs to be extremely aggressive.

Looks like it. Reminds me of how my sisters german shepard looked like when he stuck his face in a wasp nest in the ground.

They're just starving wild animals. This is what happens when you allow those to exist in your living area, sadly.

Because it's cold.
Here in greece having feral dogs kill children is rare but there are occasional injuries by them due to the issue in greece with stray pets.
