If they wanted character editor in this game, it would have been already added. Think a little...
Its called "Buy the game multiple times on new Steam Accounts." RUST - Leading the industry in microtransactions circa 2014! Man, EA could learn something from these guys. For only $35.99 you can ENTIRELY randomize your character! You never KNOW what you'll get!
God darn it, you should've been here for enough time to know that the developer himself said: We don't want a character editor.
You only really see yourself in the inventory, so what does it matter? Besides, if you could customize your character 94% of the player base would either be an impossibly buff man or a impossibly attractive woman. 4% of the remainder would go for goofy characters and the rest would be ordinary people.
Garry has said many things that have either not taken place or implemented in the game or have been removed from the game, my favourite quote is "you can build what you like where you like" , yeah right and a character modifier would only have to effect sex and racial ethnicity not size or shape, i think we have seen enough weird hairstyles so far to last a long time , thankfully my character is now back to being bald
The game already has some 50 vetted character variants. A minimalistic option to simply cycle through them and choose what best approximates your needswould both avoid SteakStikes fears and be dirt easy to implement. So, again, why Not?

This has been clarified. Helk has said MANY times before NO editor. This will make 90% of people white tall males, and he doesn't want that. The focus isn't your looks! It's survival.

perhaps helk modeled it after you? maybe they have rad poisoning? it doesn't matter.
I guess tall white males make smaller targets than tiny black people....

Beyond what the devs have already stated, and as a couple other folks have noted, there really isn't any need for one. After even just a small amount of gearing, the appearance of most characters will be dictated by what they're wearing, not what they are underneath the clothes. Most garments are full length, and with most folks wearing armor including full coverage masks and helmets, the race and gender of the characters becomes far less apparent during gameplay. With this in mind, one has to consider that even if the devs were willing to implement a character creator, the actual net benefit of adding one to the game versus the time and resources needed to develop it is pretty minor compared to potential benefit of almost every other important task facing the team. While character customization can be a huge game feature for some folks in RPGs, there are currently things the game needs that I suspect the majority of the player base would consider higher priority, such as fixes to exploits, more optimization of the game engine to allow lower end machines to better run it, better end game content, less tedious research progression, smarter AI's, reduced dependency upon wipes etc...

I think it is Rusts own thing that you born to a certain race, sex and body type and it cannot be changet, just like in RL. I think it is unique and shouldn't be changed.

I always understood it as it being real life. You don't pick how your born, why cant it be the same in the game? When my buddies and I first joined that game, we got a good laugh out of how different our characteristics. Have fun with it, its a game after all...
I read before that they didn't add it because you could kill a guy then change character and go back to kill him again and he wouldn't expect it, could easily add a 1 time character change and set it permanently, the code is there to do it as it's run when you buy a new account, could even have a randomize button and keep clicking it until you find the character you like. I think Gary likes that it annoys people.
