Scarecrows/Snowmen being placed on foundations/roofs/etc.

I'm probably going to get massive flak for this, but why can we place scarecrows on built tiles? Mailboxes, for instance, can only be placed on the ground outside. Too many times have I been tricked into thinking a player is hiding by a window, when in reality, its a scarecrow. Considering this is only possible if you bought the scarecrow for real cash, isn't it an unfair advantage? Admittedly, I'm not that bright so I have fallen for it multiple times, which has caused me to lose when I should have won.
