Converting a SFM model to ValveBiped for playermodel

So I have an issue, I have been trying to learn rigging and such to make playermodels. I got fed up seeing all the halo reach female models absolutely busted and just rigged so poorly that I thought maybe I could give it a try
This is what I see in blender, it should be correctly to the "valve biped" all the bones are in order and in pose mode the weights seem fine. I know the physics are a bit off but bare with me. Its my first time trying to do this

Everything looks fine here.
But when I open the game or a model viewer and apply it as my model this is what I get.

Maybe im making a super noob mistake, maybe I did it all wrong. But does anyone know what is going on here? any help is appreciated at this point and I just want a working nice looking reach female playermodel to further apply armor too.
No one know how to fix this so far?
Well, it is from SFM so it's not animated, maybe it needs proportions, I doubt halo's skeleton is exactly the same as valve's.
