Physical props in map are static with no collisions

Both my, and two other friends' servers have this exact same issue. One of those three servers shares absolutely nothing in common with mine and the other person's.
A grand majority of the maps we try to play on's physical custom content doesn't load properly and cannot be interacted with. Players phase right through them and they can't be touched with the physgun or toolgun. It's only custom content built into the map though, non-map related addons work fine and vanilla game content in the map also work fine.
However if we changelevel back to the same map repeatedly, eventually they load properly but it seems to only load proper 20% of the time.
Both maps installed manually and maps added through workshop have this issue. They all load fine in single player. We've tried removing them and reinstalling them several times to no avail.
We've been plagued with this problem for years, any help would be appreciated!
Sounds like these props are from CS:S or EP2 and you don't have them mounted to your server, so they don't have physics.
I should have clarified in my post when I said "vanilla props" work fine, I mean mounted game content on top of base HL2 content work when they're put in maps. Custom content does not, for example, rp_apocalypse's paintings that are custom props in the map. (models/hazard24/pic1.mdl)
Update, we were wrong about something. We doublechecked and maps installed manually outside of workshop load their custom props just fine.
This seems to be exclusive to workshop mounted maps.

Really, just about any map on workshop that has custom content included in the map with pakrat rather than as a separate content addon does this. The above two are just the most recent maps we've been trying to use. We extracted them from their GMAs and installed them manually and only then do their custom props work fine.
I hate bumping but we're still having this issue.
We really don't want to have to extract almost every map that we wanna play on to have it work properly.
