It's the entire reason the word brownie exists, it's the entire reason brownie mix has different measurements of stuff in them.
A brownie isn't cake or cookie. If you make a double batch of cake +brownie you get denser cake that is more pliable and more resistant to crumbling.
If you make a double batch of cookie + brownie not onyl do you have to cook it differently, but it won't become hardened until it literally starts burning and it will literally remain fluffier even with cooling or compression.
And that's because brownies are fucking brownies, not cake, not cookies.

Although the last point suggests that brownies is not a cake, at this point we can clearly see that brownies match up with the definition of a cake much more than that of a cookie.
In conclusion, brownies are cakes.

Cake is made from cake batter, cookies are made from cookie dough. Brownies, like cake are made from a batter.
Have you ever baked a cake? Brownies aren't super dissimilar.
