Why would you care about people more than about puppies? Also, I'm pretty sure that nobody breeds dogs just for likes. A breeder may have a Twitter/fb page that's its own thing separate from the breeding, but if you're breeding animals then they're going somewhere.
I think people give a shit more about cute puppies than human beings because puppies aren't capable of being horrible fucked up people.
I dunno man, if a guest in my house ate my breakfast and then proceeded to shit all over my beige carpet, I'd call them a horrible fucked up person.

Behavioral ecologists have great jobs, you literally get paid to fuck around with animals.
People breed animals purely for show, which is why many dog breeds need to just straight up be allowed to die off (pugs)
I mean overall how we created dogs in the first place is kinda fucked up to begin with.
Some breeders being a perfectionist or thinking in contests starts to mix up things without thinking in the consequences. Bull Terrier, Pug and Bulldog are typical cases. "I want this face with this posture. The endurance for physical activity of that one and the fur color/texture from this one. And train the result as an exhibition dog." Poodles are hounds, they never asked for exhibitions and haircuts.
If you're breeding a purebred species like a pug, you're almost definitely selling the puppies. If not, you're committing a double whammy of both being both cruel and letting money fly out the door, something that most people would never do, as the cruelty would rise from the desire for dosh in the first place.
If the human was someone like Hitler or Donald Trump, I'd imagine that most people would prefer to save the non-human animal instead.

All dogs are puppies to me. But old pups to me are the cutest because they try their damndest, even if it hurts them, to love and be loyal to their friends.
Dogs can be violent, dangerous, obnoxious and just general assholes. People put dogs on such a massive pedestal that it honestly kind of comes across as insane sometimes, like they legitimately believe they're incapable of doing anything negative on their own and if they do it's the owner's fault. After years of being randomly barked at and on a couple occasions bitten by the neighbor's dogs every fucking time I come home I refuse to believe that they deserve to be held to such an unrealistically high standard. Don't get me wrong, they're cute, can be very loyal, and a lot of them are great animals, but they're not perfect just because they're incapable of becoming white supremacists or whatever.
some dogs are just cunts, the same way some people are. my grandma's dog is an entitled asshole who shits on the floor every time my grandma brings him to my parents' house, randomly attacks their dog, and just generally acts like a prick. he's also a tiny shit, i'm pretty sure smaller dogs are just naturally inclined to be assholes, regardless of how you raise them.
I guess it's more of the simplicity of pets than anything. Like yeah, dogs can hurt and kill other animals and people, but they don't pretend to be anything else. Humans are much more unpredictable and harder to read. Plus, people are more likely to have had worse experiences with other humans than pets because you are around them more statistically, and pets that are super aggressive usually get put down.
From what I've read: The small craniums of smaller dogs make them more prone to neurotic traits.
My dogs have never bitten me, or anyone else, nor shown aggressive behavior. If a dog ever showed aggressive behavior like that to me it would be straight out of my house, lmao.
