Nuclear power has always been fought against by small but vocal activist groups preaching prosperity to the tiny desert lizards who've lost their homes to nuclear waste barrels and it certainly doesn't help that when a nuclear plant screws up everyone goes into hysteria because of just how rarely it happens and the uninformed masses eat it up. Fukushima had a world wide impact on nuclear power and Germany's over reaction was among many. I'd imagine Merkel just wanted political brownie points.
You do raise a point though, nuclear plants aren't a dime a dozen and I find it strange that politicians not only have the power but also seem all too willing to take an excuse to go on a crusade against anything nuclear when its the best thing since buttered bread
