Relentless Cheaters Playing for Hundreds of Hours = No Ban

I've spend a lot of time gathering lists of known cheaters, report them, and then have to wait literal weeks sometimes before anything is done. Each time I report a cheater I give their current account, and every banned account they have played on. Some reports have full evidence such as images or videos.

Some of these cheaters play in the same group, and those groups will arm the cheaters or bring them in for raids, and suffer no consequences. Years have passed and the same groups are playing with the same cheaters....

What am I doing wrong? How can I better report these cheaters? There is NO place for people with tens of banned accounts to play for hundreds of hours each time.

then go to a server without those groups of people. Find some with active admins to help keep hackers to a minimum.
