That hasn't been specifically determined, as I understand it, but it would implicitly follow.
The ruling is that Trump cannot block people because that prevents them from communicating at him -- an infringement on the public's First Amendment right to address their government. Trump is only the top of the federal government food chain, and the Constitution's supremacy clause should mean that state politicians are also under the same obligation.
