Well, at least it's nice that wasn't canceled.
What's preventing them from building another, exactly? Do they need a specific geological location that leaves NK only with one option?
I think its just symbolic. I might be wrong though.
Nothing. They could even re-open this very test site at a later time if they need another one, which they might not even need.

Wow, they did this and then Trump cancelled the summit. They made him look like a fool. Not that it's particularly difficult.
I believe that according to the nuclear test ban treaties signed by other countries that those signatory countries cannot test above ground, mid air, ocean, or space. They purposefully left underground so they can all at least do that. Perhaps NK only follows it to not p.o. the neighbors or if they actually signed it, or even care lol but perhaps this means they either cant find anyplace underground or they mean it this time.
Is this not the test site that was falling to pieces anyway?

Yes, I believe so. The one that seismologists in the surrounding countries reckoned couldn't survive many more detonations without collapsing.

It's definitely a totally empty gesture, but they're still coming out of this looking far more reasonable than the United States, sadly. NK is the one who is supposed to trash the talks by acting like giant children, because that is about normal for a psychotic dictatorship. For the US to be the one to do so is terribly embarrassing, and sends a terrible message to the rest of the world who used to expect better from the US. The usual pattern for this is for the US to be reasonable and at the end say "We tried everything we could to bring them to table, but it failed due to the instability of the NorK regime" (Whether or not that is true is debatable, but I would say that usually it is)... for that pattern to be disrupted in this way is.. not good.
They tore it down to build a better one, with blackjack and hookers.
Some of the damage may have been exaggerated. Apparently only one of the three tunnels used at the test site suffered a slight collapse. The rest of the facility was still usable. It can be re-activated at a later date relatively easily and it's possible (probable) that they no longer need to test any more nuclear weapons at this point.
