Lua Panic! Something went horribly wrong! "not enough memory"

Hello, So i recently tried to move my gmod to a different drive because i needed for space for some addons. I have since removed all my addons reinstalled gmod/steam 5 times i am completely unsure of how to fix this problem... This only happens for me on one server that i try and join i currently have 16 GB of ram and i have no idea why it is doing this still

If anyone has any idea please let me know thanks...

as a 32 bit app, gmod is allotted 4 GB of memory
if it tries to use more memory than it was allotted then it will crash with that error.
