This is how you do it. Encourage good ( in this case, heroic as fuck!) actions instead of perpetually beating the dead horse of "quit being savages and you get in!"
Granting French citizenship to heroes has actually been a fairly consistent thing that we do whenever exceptional situations such as these crop up.
