Apparently telling residents to stay put is standard procedure as in theory the fire should be contained in the room/floor it began on. Obviously bad advice when the entire exterior of the building has been covered in hyper flammable foam.
It's standard procedure for larger buildings I imagine because it prevents a fatal crush and escape route buildup, but obviously the building was entirely covered in what was basically solid napalm gel, so...
