Performance issues over the last little while

Hi,

Over the last little while I have been getting terrible frames and seem to be lagging when loading other players.
I am not sure where to look for resolving or what you need me to post to help me figure this out.

Hardware is not an issue

CPU - 7820x
GPU - 980ti x 2
RAM - 32gb DDR4
Storage - Samsung pro 860 M.2
OS - Windows 10 PRO (fresh install)
Plus everything is water cooled so thermals are not an issue either.
ISP - 250/20

I drop to 30 or less frames at times with this set up.

Ive also noticed lately i have been getting shot by people that have yet to load on my screen and all I see is bullet tracers.

Any help in sorting this out would be greatly appreciated, Thanks.
