i have bought items on the steam store and they have still not showing in the in-game inventory I am
very angry because I cant even refund them.
If you're referring to Skins, then make sure that you're not blocking Steam downloads in the background while you're playing Rust. Rust sends workshop content as you obtain new skins. This might be a possible reason as to why.
Try restarting your Rust and/or Steam and you should see workshop content being downloaded.
