Does Sega still do stuff for arcade halls? If so, my take on this is that they use the cars to be able to put them in arcades solely, because no one would go to an arcade just to play the game with an ordinary controller. Another reason as Lexi already mentioned is because you would see a very few select characters in the game if they were on foot, but then again seeing Eggman running as fast as Sonic would make for a pretty fun game.
Usually their arcade adaptations of games are heavily modified to suit the business model so I'm not sure that first point would be the case. Their arcade business is fucking huge in jpn however
