Looking at his channel, he seems to be a right wing* conspiracy theorist. All his videos are about the EU being an authoritarian, fascist state, videos on how 'progressives' are ruining everything, and the media trying to control everything. The guy's a fucking loony and it makes me question the validity of hos concerns about this new legislation. I don't think he's talking complete bullshit about it but he's not exactly a trust worthy source of information. *There's no problem with being right wing in general, he just clearly takes it too far.
Sorry about that, it was the video that someone used in the Tumblr post that was talking about this. I didn't know a whole lot about this guy. I probably should have just posted the original sources in Sensational Headlines.

As far as I know, the only other guy that made a video about this is someone who likes to make soyboy memes judging by the title of his videos. So yeah, this whole this is probably bullshit.
It always annoys me when I see this guy that he's got a channel name like ComputingForever and uses it peddle the same old [i]YouTube sceptic[/i] shit. It just feels wrong somehow.

Information society service providers that store and provide to the public access to large amounts of works or other subject-matter uploaded by their users shall, in cooperation with rightholders, take measures to ensure the functioning of agreements concluded with rightholders for the use of their works or other subject-matter or to prevent the availability on their services of works or other subject-matter identified by rightholders through the cooperation with the service providers. Those measures, such as the use of effective content recognition technologies, shall be appropriate and proportionate. The service providers shall provide rightholders with adequate information on the functioning and the deployment of the measures, as well as, when relevant, adequate reporting on the recognition and use of the works and other subject-matter. 2. Member States shall ensure that the service providers referred to in paragraph 1 put in place complaints and redress mechanisms that are available to users in case of disputes over the application of the measures referred to in paragraph 1. 3. Member States shall facilitate, where appropriate, the cooperation between the information society service providers and rightholders through stakeholder dialogues to define best practices, such as appropriate and proportionate content recognition technologies, taking into account, among others, the nature of the services, the availability of the technologies and their effectiveness in light of technological developments. Regardless of the agenda of the poster, this is a flawed way to go about copyright protection. As I understand it, a currently insurmountable and obviously error-prone task is being pushed on ISSPs (server owners and the like) to filter copyright works via "effective" content recognition technologies, for which there are no standards. So an effective content recognition technology could have an insane false-positive rate but still count as law abiding, meaning smaller sites with less resources would be forced to use shitty, unfinished software. They're essentially counting on the free market to enhance the tech since users would shy away from sites with high error rates, but this helps big companies and hurts smaller ones more by incentivizing the large ones to develop better tech and keep it to themselves.
Memes aren't targeted so much as they'd be collateral, the law dictates that content recognition software be implemented to automate detection of copyright material, which would likely flag lots of memes as copyright. Now, in reality would this actually be the case? Probably not because the law is written very poorly and would be difficult to enforce; rather than letting a poorly written article become law we'd definitely be better without it.
