Every time I try to upload content to the workshop I get the error [Not aloud by whitelist]

I cant find a solution while only using GMPU and uploading a GMA file.
...are you trying to upload a already exisiting addon?

The ID of this addon and the ID of your gma files name are the same. Means you are trying reupload someone elses addon..this one.

From what I can tell he is trying to upload a content pack for his server and the gma file for the salute addon is in the content folder.
First off, you don't need to put that addon into a content pack as it works by modifying bones, it doesn't have any custom content that is required by the client.
Secondly, you need to extract the files from a gma file to be able to upload it. You do this by dragging the gma file and dropping it on gmad.exe. (GarrysMod/bin/gmad.exe)
Then create an addon from a folder that has the subfolders such as materials, resources and models in it, uploading maps or lua is never required.
