we couldnt help you anway with this little amount of information. But you could use a cooldown by using a timer that executes every hour. 3600 seconds

Mate, a simple timer is, as the name tells, simple.
You should be able to do this yourself
But what i don't know is where to put the code line of the timer
english..? We dont know either. We dont have the code. And no one will put it in your code for you since the rules exacly say no spoonfed code
With the code you have, open it up, do ctrl + f, search timer and surely if the developer was good enough put some internal commentary in to guide you and help you find the timer you wish to edit.
