Context: Sam Pepper, along with several others from the Cx Network (mainly Ice Poseidon) are being stalked by Dreamhack staff and are getting either barred or banned from entering nearly everywhere on the premises, Sam Pepper sneaks back into Dreamhack after being kicked out, dressed as a old man on a pretty darn fast electric scooter. Can I get some background info on who that guy is and whats the deal

This just gets dumber and dumber as time goes on. What an idiot. The make up is surprisingly good, although in fairness, I have no idea who he is or what he looks like normally.
It's a mask, actually, he takes it off at 7:30. Sam Pepper is kind of a dickhead, and what he's doing here is...well, illegal... But it's definitely fun to watch

Aight so, here is the story, kids. Ice Poseidon used to be a Runescape Twitch streamer, over the years like most streamers you eventually gain popularity and so as time grew he got more and more popular. Eventually Twitch introduced the IRL section, meaning that streamers can now go outside and take their camera to the streets to kinda hang around IRL. Ice eventually got more and more absurd with his content, very very long story short, he got permabanned from Twitch years later. Now, not so very long ago Ice turned to YouTube streaming and did some fucked up shit, some say it is funny while others say its just very sad. Things like locking people up in his closet to see who would survive for 2 days (with food/drinks ofc) or having a kind of fear factor thing where you had to do disgusting shit in order to get money, this grew pretty large and sooner or later Ice gathered some interesting people that started to appear frequently on his stream, and so the Cx Network was born also known as the purple army. Long story short, they eventually banded together and you could say that the Cx Network is a bunch of Twitch rejects/misfits, they eventually got a RV and drove around with it with a cam-feed in it that runs 24/h, they did this for a while and eventually stopped doing that. Some time passed and Ice did it once again, dubbing it the RV Trip 2. So that's where we are now, RV Trip 2, where a bunch of legit autistic, mentally disordered people gathered to have a trip for about 2 weeks including some people from abroad like Bjorn, who is from Denmark. To sum up what happened at the RV so far: Within 2 hours after the start of the trip, a trio took place between a girl and two guys from the RV. A bunch of escorts got brought onboard, including one that once again fucked someone. Went to a bar in some town, where apparently one of the guys got drugged by a girl. Did cocaine. Had multiple fights, both between themselves and with others. Got kicked out of several restaurants, just for being there. Now, these people I just talked about went to Dreamhack which is largely sponsored by Twitch, so Twitch obviously doesn't want Ice to disturb things so security actually pulled up a warning on a notice board that said that some of these people on the RV are banned, what basically happened is that everywhere they went they were blocked or banned by Dreamhack staff.
I seem to remember Sam Pepper being a huge asshole, but I can't remember why.
He used to do these 'prank' videos where he would kiss random girls or single mothers or whatever. Then he did that fucking awful "Killing your best friend" prank and eventually he was accused of rape which served as a bit of a death of his popularity for a while.
