Your take is even worse IMO. By crticizing a dictator like him for pointless, easily defendable things, you can build a peeception among his followers that all criticism of him is based on equally absurd things. Criticize him for the murders he is responsible for, not for the fact that he kissed a woman who was okay with it.

The reality is that Duterte is a monster. There is no need to play up events that he does that are benign. Focus on his actual atrocities, and not the fluff.
No, this is one event that contributes to a larger and more meaningful analysis of his behavior. Why did Hitler scapegoat Jews, etc. Why do leaders say or do things to build their cult of personality? What are some factors that it is based on?

He kissed a woman who was fine with kissing him, so unless we're going to go down the rabbit hole of "this woman does not get to determine who she kisses", then there's nothing to say here.
I feel that the kiss itself is almost beside the point. But now that we're talking about it, if you can't acknowledge the power dynamic then we agree there's nothing to say. Shit if she turned him down or talked about it publically maybe her family is endangered. I acknowledge a kiss isn't going to fuck anyone up mentally, but that said would you want to be in her position? No probably not.
