Why I can open the green door with every KeyCard Color?

I think it works like different restriction color. For example:
Green: Level 1
Blue: Level 2
Red: Level 3
So with red, you can open Level 2 and 1, but with blue, you can't open Level 3 yet you can open Level 1. At least I think that's how it will work.

It is staging so everything can change at any time.
Going by commits, it is now set so you have to have the same card color as the door you're trying to open.

Cobalt has a varied population of staff, players, other individuals and scum involved with the Monuments who require access to different sections of buildings for various purposes. Notwithstanding this there is also a requirement to secure Cobalt assets and minimise the opportunity for theft and damage of assets. It is therefore essential that the Cobalt's electronic and mechanical security systems are consistent with such needs. The purpose of this policy is to regulate access to the Monuments and make staff, players, other individuals and scum associated with Cobalt aware of their respective responsibilities when assigned access cards, or when managing access cards on behalf of Cobalt.
Access Card Control Policy
Cobalt uses mechanical locks to secure all rooms, switchboards and service risers. An electronic access control system is employed to supplement the mechanical locking system throughout Monuments and, where appropriate provide a more effective access solution for areas that:
Are frequently inhabited eg, common use computer laboratories
Require restricted entry eg. research laboratories, data centres
Require additional security to protect Cobalt’s assets
The access control system is also used to secure and control access to external entry doors of most University buildings.
If you are caught using an access card which you have not been issued you will be killed, filleted and eaten.
