If Paul Ryan of all people is saying this then I think that the GOP is starting to warm up to the fact that they may have to impeach Trump to save their collective credibility.
I can't see that; he's retiring so he doesn't have to curry favour with Trump or his base supporters. When they start chirping like this as a chorus, then it's more likely, assuming they have any credibility left to save.

If they're emboldened by not receiving as large a loss as the September midterms portend - or if Trump's favorability begins to climb - expect them to immediately cool that back down right to where it was. The only time the GOP would absolutely impeach Trump is if not doing so would cause the collapse of their group - note that I'm not talking about how credible they are because they've shown that's a thing they're willing to sacrifice, I'm speaking specifically of whether or not they'd expect Trump's base to abandon them.
