There's only my native resolution (1920x1080) available in the Rust launcher. This problem occured about 2 weeks ago, before that i was able to change my resolution.
I'm using a laptop that has Intel UHD 620 and Nvidia Geforce MX150. Also, if that matters, the other specs are i5-8250U, 256 GB SSD and 8GB DDR4 ram.
So far I have tried:
verifying game files via Steam
updating graphics card drivers via GeForce Experience
changing desktop resolution to 1280x720 (but the launcher still had only 1920x1080 resolution available and launched in that resolution)
That is weird , i play in "windowed" mode which i select when starting the game although i have a wide screen 24 inch monitor because i have rust io map open as well, so my for the game is 1440X900 , The launcher goes right down to the old 640X480 resolution.
My sereen resolution is the same as yours 1920X1080.
There was a windows update around that time .... what a coincidence.
So, I reverted some of the Windows updates and also reinstalled graphics drivers and the problem got fixed.
