3. use hammer tool for removing ladder that you are hanging.
4. and you will be kicked about fly hack

I worried about VAC ban for this.
Even this is my server!! and I never used hack.
because I already have console command.
If it make ban my steam id, RUST system team must pay for this.

That is an internal process on the server checking for things that should not be happening, and it kicks when it detects certain things. It does not, to my knowledge, report to VAC or EAC.
VAC does not monitor the server, VAC monitors your computer and looks for programs attempting to modify Rust's memory (which is how hacks are injected). EAC does the same. If you aren't running any weird programs on your computer while you're playing Rust, you will not get banned for cheating.
These kinds of kicks used to be very common in Rust when there were more ways you could glitch yourself into the terrain or walls and do things like get flung up into space (and then get kicked for flyhacking because the game detects you "flying" even if you have no control), but the devs have fixed many of the bugs. It's impossible for them to find and fix every single one, though, so it still can happen.
