When key cards are respawning on desks, they stack on top of eachother and glitch out and you can't pick any of them up. This is definitely a bug and is making key cards unobtainable. I think this is happening during server restarts, or when someone loots the building without picking up the card.
Hit F7 and report the bug, its going to get fixed quicker than if you post it here
