Why should he search old work to show you if you cant say yes or no. You simply had to say yes to agree that you pay 50% first and 50% when its done.

He definitely doesn't seem like a scammer. If you don't know the person, there's no real trust. I think the main issue is neither of you actually tried to negotiate and compromise. Like he definitely could have shown the portfolio. and you could've agreed to those terms or compromised on them. Like for some of my mapping work, I did the map in stages and got paid in stages.
He offered to show the portfolio then simply started trying to dive into some pricing. I started asking for the portfolio and he practically, changed topics. Wanting me to agree to terms without any real settlement or me saying I will hire you for the job. Still then at the end was not called for. Keep in mind he came to me I didn't goto him.
