The sactions hit their economy pretty hard, but I doubt they'd be anywhere near starving. Regardless of export and import, they're still one of the largest agricultural producers. They produce more barley, buckwheat, oats, rye, triticale, wheat, cabbage, potatoes, carrots, turnips, cucumbers and pumpkins than the US does. Most of those are very essential for feeding a country. I'm fairly sure they produce a lot more than they need, that's why they want the sanctions gone. To make profit on their immense agricultural production.
Even if those sanctions really didn't affect you, and even if you weren't Russia, there's no reason why you'd say this if it would only ever benefit us. That's just realpolitik; countries protect their own interests above all else. If anything, anyone who isn't an ally becoming weaker ought only to be a boon to your country. And Russia doesn't have many allies in the West; at least not among anyone actually sanctioning them. Sure, the US is currently buddy-buddy with 'em at the moment but that's because ol' Donny boy is Putin's little bitch.

That makes no sense; if what Putin says is true, and the west are the only ones to lose from the sanctions, then why would Russia want the sanctions lifted? They have made it quite clear they don't care about the western world, so why the sudden change of heart? Seems like a very obvious lie, or rather a signal to the west that the russian government doesn't give a shit about the sanctions. To which I say fine, let them stay then; we all know why the sanctions are in place, so until Russia stops acting like assholes, the sanctions stay.
Putin has a long history of the propaganda equivalent of pointing to a red balloon and saying "this balloon is blue" and his people agreeing with him because it's the much safer option. I think he forgets that the rest of the world isn't as brainwashed and under his thumb, or he knows he's in such a position of power that it doesn't matter whether or not they believe him.
I bet you that he's done it just to say that "well, we tried to make peace with the west, but they denied our offer!" and just even further agitate russian people against us
This could also be a pretext to Trump coming out with "See? He says he's learned his lesson. We better take these sanctions off now, Russia has been punished enough."

Russia is stating that it has a very strong economy and is doing well, yet is demanding the sanctions to be dropped and other economic hindering laws to be lifted. Thats double-think.
yeah free trade is good but thats besides the point.
sanctions are put on him not to damage our economies for the sake of it, but to discourage his foreign policy
I mean, he's right, but the whole point is to hurt Russia. So it's kind of besides the point.
