Though some minor elements of the proposal by the Republican-led FCC to roll back those net neutrality rules went into effect last month, most aspects still required approval from the Office of Management and Budget. That's now been taken care of, with the Federal Communications Commission declaring June 11 as the date the proposal takes effect.
While many people agree with the basic principles of net neutrality, the specific rules enforcing the idea has been a lightning rod for controversy. That's because to get the rules to hold up in court, an earlier, Democrat-led FCC had reclassified broadband networks so that they fell under the same strict regulations that govern telephone networks.

Is it saved or doomed goddamnit? I swear I've seen in the last 6 months like six different conflicting headlines ranging from "Net neutrality reinstated" to "Net neutrality completely fucked".
Luckily, my state has passed extremely strong NN laws, but I wonder how much that'll actually affect me. Will companies based elsewhere still be able to fuck me over?
As a summary:
It's fucked at the federal level, the FCC announced the repeal months ago and now it's actually taken effect.
Several states are considering or have passed their own laws to preserve net neutrality, they're in for a fight though because the FCC declared that states cannot make their own internet regulations (because federalism is only good and proper when the Trump Party needs it to be).

Ever since the CRA Republicans have been slowly turning all functions of democracy and human rights into partisan issues.
Gee, I wonder if this has anything to do with Comcast ripping basic goddamn cable channels like Cartoon Network out of our service package this past month and putting them in a more expensive one while we're stuck still paying the same price for a lesser service now. Aren't they supposed to be bound to the same contract we are and continuing to provide what we pay for, or is the contract only supposed to protect the big guy? (Spoiler: yes, it is.)

What will a VPN do for you? Wouldn't it just make ALL of your traffic slow, rather than some of it?
It could potentially prevent ISPs from throttling your traffic to certain services, I.E "you have to buy the netflix package", but it will do nothing to prevent them from practicing usury on speeds or data caps in general.
