Hi, only a few months ago I was getting an avg of around 120+fps with just about every single setting maxed out. But now with all settings on the bare minimum im only getting around 20 fps MAX looking straight up at the sky, and 4 fps max when looking anywhere else. This is just insane. This is the only game that I have had any problem running. And only recently. I have tried every single thing I could find for a "FIX" but nothing has worked. Please help.

Have you checked the Task Manager to find bottlenecks?
Yup, and just checked again. There is no bottle necks. And as I said, this is the ONLY game that I have ever had a problem with and my computer runs great on games that are even considered very demanding. So I truly have no clue to what the problem could be.
So your CPU and GPU utilization are at low percentages?
GPU stays around 90% and CPU around 70% my CPUs are less than a year old and are high end xeon processors and needed it since I am a video editor and needed the power so i do not see any reason to why either of those components would be a bottleneck
Those are extremely high percentages for the performance you're getting. Try reinstalling the game, and check your GPU drivers.

Ya know, I literally have no idea what I did(if I did anything at all) but rust has seemed to fixed itself and ALL of my performance is back and actually better than before!

i think it has to do something with a update... a lot of people complain about shit fps... (me too) with i7 7700 and 1060 gtx 6gb 16ram i barley have 60fps... and its jumping from 30 to 70.... and i play on potato... one year ago i play this game with macbook i had more fps then i have now with a gaming laptop.. msi gs73vr 7rf... and all other games is great pubg bf1.. smooth af with high graphics..
