I’m sure every map pack owner has been in the awkward situation of
being in a full party of friends, and there is always that one friend who doesn’t have the DLC maps. Do you kick them from the party to play the DLC or continue to play the standard maps together? I previously reported this was a huge problem with Call of Duty: Infinite Warfare, but this is a common issue wih games that offer paid map packs.
Rather than fix this issue with Black Ops 4, it seems like Activision is just going to add a further sour taste to the DLC dilemma by not making the Black Ops Pass available as a standalone purchase or pre-order at this time. In the past, players were able to buy the Call of Duty Season Pass for $49.99 or individual map packs for $14.99 each.The Activision Support page has listed the Black Ops Pass as being available as a standalone purchase at a later date, meaning there’s no way of knowing when theDLC can be purchased separately. This all-or-nothing approach forces those not boycotting Black Ops 4 to spend at least $99.99 on special edition bundles in order to guarantee they’ll have the DLC when it becomes available, adding another $40 to the game’s sticker price.
Basically, instead of being able to buy what map packs you want, or buy the season pass later. Activision is planning making it season pass or bust with purchasing the premium version the only way to receive the season pass.

While I won't completely write them off, most of the games that get a yearly release seem to exist more so for the investor and company, and less so for the end consumer.
It's interesting cause it is thanks to consoles DLC even costs money in the first place. Back in the day updates on PC where free and as such once consoles got online they followed suit with free updates but around the early 360 days DLC started costing money, MW1 map packs for example where free on PC but cost money on consoles so when devs saw that console players where willing to pay money for maps they brought that over to PC.
Actually part of the reason why people are so pissed about this is that there was the heavy indication that DLC would be free this game so as not to fragment the player base.

Its in part to cover the hosting and distribution via the console networks. Hence why it picked up around the era of the 360. Ms in particular were very strict about how large free content updates could be based on how things like The Orange Box were treated.
Now its more to cover the production costs and make money. Hosting and distribution is way cheaper than it used to be.
This is the real reason. Most people assumed based on things the devs had said and rumors (that had otherwise been proven true) that the PVP maps would be free and the season pass aimed at the zombie mode. CoD WWII DLC requires an all-in season pass purchase already, so I doubt many were surprised that Black Ops 4 would as well.
Even less of a reason for me to buy it now

They weren't free when they launched. I remember buying a physical disk for $20 to get the Halo 2 DLC.

Odds are they will bring back individual map packs a month or two before next year's version is released to squeeze that extra money out of hold outs. You know, like how Modern Warfare Remastered was made standalone shortly before whatever one was out that year? Or, while it was free, map/mod tools for I think Black Ops 3 were released the month before Infinite Warfare? Or most hilariously how they put out a paid demo of Modern Warfare 3 a month before that year's version?
It's true, H2 DLC was made free 2 months after it launched for 4.99.
Believe it or not, that disc is more useful now than it was back in the day since there's no way to get all the DLC now. Even then, it doesn't include the final round of maps from 2007.
These cunts still charge 60 dollars for the 4+ year old COD games so this doesn't surprise me.

Free DLC is coming back. Battlefield V is doing it, Battlefront 2 is doing it, Fallout 76 is going to do it.

The only one I ever bought map packs for was MW2. And then Black Ops was the last one I bought, period. I don't think the games are bad necessarily but they're increasingly expensive -- without bringing enough new to the table to justify the price -- and I just can't comprehend how they still have this huge cult based around them. Like some of my friends have bought every game in the series along with all the accompanying DLC and it boggles my mind that they've spent so much money on it.
Dudebro gamers with the attention span of 3 nanoseconds and sexual attraction to shooty bits tend to not care about things like this and uncontrollably nut at the moment they see something new and shiny on the surface.

EA have been at the forefront of the "free gameplay dlc" movement so far tbh. A few of their current games (Battelrfrint 2, Titanfall 2) and from the looks of it a fair chunk of the future titles are doing the same.
Its partly why they were so happy to go hard with loot boxes, they easily covered the cost of free content. But the cosmetic MTX route has worked for Titanfall so far as they have a dedicated enough fan base.
