If it's anything like the FBI *(in certain cases)* they actually give the person the means to try and carry out something illegal. Like prop them up just to arrest them.
Well, 240 people have died in France due to terror attacks over the last two and a half years. Maybe there are so many to thwart because terrorism is a real present problem there.
And Americans still get mad when people say that maybe quotas are a bad idea.
This isn't the FBI going around trying to find people to persuade into committing terrorism, undercover operations have been a thing since long before the US

Kinda silly asking why there is terrorism in Europe and the US, we've been bombing the bujeezuz out of families for a long time, there are plenty of people that hate us, and plenty of people ready and willing to radicalize those people.
The war on terrorism is what it sounds like, a war. In fact I'd see we've been let off very easy considering our home casualties.
