We will see, acts speak louder than words. They got the attention of everybody by not making the oath with the crucifix, but they have to accomplish what they promise. This wouldn't be the first time the PSOE goes saying "look at us, we're left" and then proceeds to do stuff from right wingers.

He may be an atheist, but I know much of Spain is not. How much could he get accomplished in secular matters with most in government religious?

Nah, we are only catholic for baptisms, communions, weddings and funerals just because traditions / it looks beautiful, the rest of the time we are non-practising christians or just agnostics. Then again there's a ~30% that desires the old times with Franco about obeying point by point the bible and they hold important positions of power so it makes a lot of interference with everybody lives.
I was actually extremely terrified of it being unironic until I got to the end. I could actually give you a list of 5-10 people I personally know who would back that claim.
Sadly 90% of my Ukrainian family would do the same and then add some sort of end-of-times anti-christ spew afterwards.
